What the High Injury Network is
The Oakland Department of Transportation (OakDOT) maps a High Injury Network (HIN): the streets and intersections where severe and fatal crashes are most concentrated. The City says the 2024 map “was updated in May of 2024 with crash data from 2017 to 2021” and represents “the 8% of streets responsible for 60% of the severe and fatal collisions” in Oakland.
Being on the list means a street segment or intersection is part of the network. The City’s tables do not rank the locations, and they cover city streets, not interstates or state highways. For the City’s traffic-death figures and other sources, see Oakland traffic collision data.

If you were in a crash
- If anyone is hurt, call 911.
- If anyone was injured or killed, the driver must make a written report to the CHP or the city police department within 24 hours.
- A report to the DMV (form SR-1) is due within 10 days if anyone was injured or killed, or property damage was over $1,000.
- Tell your insurance company.
